China Eximbank, CDB, and Silk Road Fund agree in principle to provide loan for Gâra Djebilet Integrated Phosphates Project In March 2022, two Algerian firms (Manal and Asmidal) and two Chinese firms (Wuhuan Engineering and Tian’An Chemical or 中国五环工程有限公司) signed an agreement to establish a joint venture -- called Algerian Chinese Fertilizers Company (ACFC) -- that will develop an integrated phosphates project (PPI) in Algeria.
The Algerian firms will own 56% of the new company while the Chinese companies will own the remaining 44% stake.
China Eximbank, CDB, and Silk Road Fund have reportedly agreed -- at least in principle -- to finance the $7 billion Gâra Djebilet Integrated Phosphates Project.
The project scope includes (a) the development and exploitation of the phosphate deposits of Bled El Hadba, Djebel Onk, Tebessa; (b) the transformation of phosphates into fertiliser; and (c) the construction of facilities at the port of Annaba. A foundation stone laying ceremony for the project took place in December 2023.
Then, in July 2025 the first 135 km priority section of a railway line connecting Tindouf with the Gâra Djebilet (Gara Djebilet) mine was completed.
