Technical Assistance for Government Debt and Infrastructure Finance - Vietnam

This project provides technical assistance to Vietnam Electricity, a state-owned enterprise, to (1) develop an analytical framework to support EVNs assessment of opportunities in asset divestment; (2) develop financial and legal structures needed for implementation of strategic partnerships, acquisitions, tenders and refinancing for designated divestments; (3) develop strategies to access domestic and international capital markets; (4) design and structure projects eligible for Green Bonds; (5) develop institutional capacity; and, (6) strengthen relationships between EVN and other donor agencies.
