Demonstration for Innovation in Public sector

Purpose and goal:

The goal is to establish Dino as a carrier of innovation projects where the project owner is an actor in the public sector. This is done systematically, quality-assured and consistent with the authority or organization´s specific eligibility requirements.

Dino will provide government / public actors an arena where they, with the support of the RISE research, can meet actors from industry, business and local actors in concrete project. On a smaller scale, specific solutions for digitalisation in skills supply can be tested, before major implementations are conducted.

Expected results and effects:

A clear and documented process for "onboarding" of actors in the public sector based on their special circumstances such as GDPR, LOU and legal space. Routines to ensure gender equality and good representation as well as a documented model for networking and collaboration between actors.

An organization is set up to be able to conduct demonstrators with concrete and measurable results. Two pilot projects are carried out according to the above model so that DINO after the project can function as a national test lab for pilots connected to competence and learning in the public sector.

Approach and implementation:

The work begins with mobilization and market analysis in dialogue with stakeholders. In parallel with the establishment of an organization that can support public actors, the project also develops a structured model for project support and facilitation, with documentation, legal and administrative support. Then the first test project will be launched to test the model, and then another.

The two projects will each be used to refine the working model and the documented basis for support and a manual for Dino will be prepared.
