In the study, a survey was conducted aimed at 3,000 car owners in Sweden. The policy instrument´s potential effects on carbon dioxide emissions, health and social aspects were analyzed. Following the implementation of data collection, analysis and completion of a draft report, a reference group meeting was held with experts in traffic analysis, climate issues and transport policy from a number of government organizations.
