Purpose and goal:
The aim was to investigate national outcomes funding as a structure for implementation and dissemination of innovation in welfare services. The feasibility study shall illustrate national and international experiences as well as the pros and cons of different designs. The goal of the project was to develop a concrete proposal how national outcomes funding can be tested.
Through the feasibility study, the underlying picture of needs has been tested and confirmed on a number of stakeholders and a concrete proposal has been produced. Expected results and effects:
The main result is a concrete proposal on how national outcomes funding can be tested in Sweden. The proposal is based on experience of innovation in the welfare sector, especially concerning social investments where the focus is on prevention and early intervention that requires cross-sectoral management. A secondary result is a broader understandning of experiences and suggestions for a way forward through conversations with politicians and officials.
The expected impact is better use of public funds and improved outcomes for vulnerable target groups. Approach and implementation:
The feasibility study has been conducted by a working group from RISE and SKR. The work has consisted of conducting more than 30 interviews with decision-makers and experts at national, regional and local level to map the needs, identify key components and try practical ways to address the needs. The idea of risk sharing for innovation and development between state and municipality/ region has been a part that has been tested but also more generally around the need for practical support.
