Municipalities play a crucial role in addressing climate adaptation issues, both as governing bodies and property owners responsible for public spaces.
A policy lab is being planned where decision-makers from the municipalities of Trelleborg and Karlskrona will integrate research perspectives from RISE, Karlstad University, Lund University, and the Swedish National Road and Transport Research Institute (VTI) to develop tools for accelerating climate adaptation measures based on two key questions.
Firstly, municipalities face challenges in financing climate adaptation, and the primary responsibility for the built environment lies with property owners who could unduly benefit if municipalities use taxpayer funds to favor certain owners.Secondly, municipalities also need to manage so-called climate adaptation zones, areas where existing buildings and unused building permits are no longer considered suitable for construction.These two issues have been highlighted by reputable authorities such as the Swedish National Audit Office, the Climate Adaptation Inquiry, and the National Expert Council on Climate Adaptation as important areas to address.
A wide range of stakeholders will participate in the policy lab, and public seminars will also be held for all interested parties.
Particularly, actors from the banking and insurance sectors will participate, as they will strongly influence future developments in light of new EU regulations.
