Development of policy for encouraging reuse on-cite

Purpose and goal:

The project aims to increase the proportion of properties where reuse on site takes place instead of using new materials. A policy will be developed through close collaboration with industry and real estate actors.

The goal for the construction and real estate sector is to focus more on services compared to materials than today - to promote reuse onsite instead of new installation.This will be done by developing a model and method for guiding property owners in procurement for increased reuse onsite, and identifying and describing possible policy instruments for increased circularity.

Expected results and effects:

The project is expected to lead to a broad collaboration between representatives from the building materials industry and property owners, and that the policy proposals developed through the project take into account the perspectives of the actors. The project is expected to shed light on policy-related obstacles for onsite reuse not occurring to a greater extent than today, and what incentives are needed to overcome these obstacles.

Through the guide for procurement, the project is expected to provide practical guidance for property owners in order to promote reuse on site. Approach and implementation:

Initially, the project will form a reference group and carry out a literature study for studies on renovation, circular economy and policy instruments within the construction and real estate sector. Based on the outputs of the literature study, the project will conduct workshops and interviews with actors within the construction and real estate industry to define problems and obstacles for renovation.

Based on inputs from the workshops and interviews, policy proposals will be formulated and analyzed; to be selected and evaluated in the next stage.
