Homelessness is increasing and today exists in most Swedish municipalities. The five percent model is a social housing model that should enable private condominium developers to actively contribute to homelessness in new housing projects. The purpose of the project is to further develop a prototype of the model to become legally, practically and geographically scalable in places where homelessness exists in Norrländsk municipality. The goal is to help people who are outside the regular housing market to their own accommodation.

Together with project partners Stadsmissionen, BFR developers and a municipality, the knowledge of all actors will increase. With new knowledge comes new administrative solutions for the model, new strategies are developed and positions are taken. A results is a practical "handbook" to simplify the implementation of the model in large and small municipalities.
Politicians gain insight into the model and the knowledge of it is spread to the entire housing industry, not to those who work with social sustainability. Increased attention for the model.
