Purpose and goal:
The feasibility study explores regulatory sandboxes, as defined by the EU, as a new policy instrument for public administration to promote innovation. The aim is to contribute to Sweden´s ability to establish at least one regulatory sandbox by 2026. The project´s objectives are: 1) Provide recommendations for coordination of the public sector in relation to the EU´s regulatory sandboxes. 2) Provide guidelines for how the EU´s regulatory sandboxes can be organized in a Swedish context.
Expected results and effects:
The regulatory sandboxes provide new conditions for the development and testing of AI systems. In addition, through these sandboxes, the public sector gets a key role in the innovation system for market introduction of new technologies. And, it is through the establishment of regulatory sandboxes that authorities will 1) take part in cutting-edge technological developments before commercialization, 2) have the mandate to influence the application, and even develop regulatory how this new technology should be introduced into society in a reasonably safe way.
Approach and implementation:
The project uses the policy lab methodology, where the EU´s regulations on regulatory sandboxes are put in relation to the Swedish governance model and Nordic cooperation within digitalisation. The project also arranges a couple of open seminars and a final report.
