Grant Description

USAID will support the Ministry of Territorial Administration (MTA) to enhance its capability to lead a national debate regarding the decentralization process; explain the basis of decisions regarding decentralization, community enlargement, and local government empowerment; and develop the internal capacity to implement and monitor the decentralization reform.

The program will also provide grants to the newly consolidated pilot communities to improve community infrastructure and service provision.Key results include: establishment of a stakeholder Task Force to coordinate the reform process with the host government, the decentralization NGO consortium, and donor organizations; establishment of a Management Unit within the MTA; development and application of project implementation tools; strengthened municipal councils; introduction of a system ensuring an effective and efficient cost-share resource allocation in pilot municipalities; improved community infrastructure and services.
