community-driven development (cdd) programswhere community members define, implement, and maintain externally-funded public infrastructure projectshave not significantly reduced poverty, despite their wide use. studies find that cdd programs often fail to deliver due to poor facilitation, low civic engagement, and other causes.to increase the success of a steadily scaling cdd program in rwanda, partners developed and added a new coaching and facilitation component. the facilitated collective action process (fcap) provides six to nine months of intensive coaching to elected local government officials, as well as an $8,000 microgrant to fund social enterprises and subsequent projects or businesses chosen by community members.
