On November 1st, 2011, Costa Rica (CR) fully implemented an industry wide program to decrease the number of pest interceptions in Dracaena spp plants shipped to the United States. This industry wide program was based on its precursor, the Pilot Clean Stock Program.
APHIS requested the Clean Stock Program (CSP) as a pre-requisite to allow Dracaena spp plants over 18 inches tall to be imported into the US (as originally requested by Costa Rica during CAFTA negotiations). The final rule on this topic is soon to be published.
PPQ has supported the CSP by providing trainings with Miami Inspection Station (MIS) Specialists and through bi-weekly reports to the NPPO on pest interceptions in Dracaena spp shipments from Costa Rica.
Recently, Costa Ricas NPPO approached APHIS-IS to further work in the improvement of the CSP by exploring the possibility of sending the CSP Supervisor and two inspectors to MIS with the purpose of discussing the CSP and to take note of MIS specialists in how to improve the program.
