Sanitation in urban Mumbai is more than just a matter of building and maintaining infrastructure like toilets; it is a complex interaction of social practices, policies, and identity formation. This study investigates how historically situated and discursively produced notions of health, hygiene and modernity are crystallised into sanitation policies and come to legitimise specific 'governing

rationalities.'
