"The research aims to explore new approaches to measuring dynamic public value created by the BBC. Specifically, the research will answer the following question: How can the BBC better define and quantify the public value it creates, within a broader dynamic public value framework?
The BBC relies heavily on public funding. Ensuring that the BBC is delivering public value in return for that funding is a critical public policy issue. Historically, in many economists' eyes, the rationale for the BBC has been grounded in the concept of "market fixing" and addressing market failures.
However, the 2020 publication by the IIPP, ""Creating and measuring dynamic public value at the BBC"", proposed an alternative framework for defining and measuring public value, which had at its core the notion of ""market shaping"". The publication also set out an alternative approach to evaluating whether the BBC is delivering public value as an early-stage prototype for further debate.
In the run up to the renewal of the BBC's Royal Charter in 2027, now is a good time to consider whether there should be a shift in the way that the BBC's contribution to public value is measures and defined, building on the 2020 IIPP publication. The research may also have relevance for the measurement of public value in the context of the wider public sector.
