In the second half of 2000, Cambodia suffered from the worst flooding in over 70-years.

In response, on 7 December 2000, officials representing the Chinese Government of the Government of Cambodia signed an exchange of notes committing 5 million RMB for unspecified relief goods. This is the second donation from the Chinese Government for disaster relief in Cambodia following the 2000 floods.
