Under this IAA, USDA's Foreign Agricultural Service/Office of Capacity Building and Development will deliver a program of scientific exchanges between the United States and the Russian Federation to strengthen capacities for estimating, reporting and mitigating Arctic black carbon pollution from agricultural burning.
The FAS activities include an Embassy Science Fellow to FAS-Moscow, two agricultural scientific exchange scholars, public outreach workshops and USDA technical consultancies.
