Following a 7.8 earthquake on April 16, 2016, the Chinese Government decided to donate a modern 120-bed hospital in the city of Chone, after the original hospital, Hospital de Chone Napoleón Dávila, was destroyed. A Memorandum of Understanding regarding the project was signed on October 20, 2016.
Then, on October 11, 2017, the Chinese Government and the Government of Ecuador signed Letters of Exchange, which committed RMB 346 million of grant funding for the Napoleon Dávila Hospital Construction Project, including RMB 335 million for construction/equipment costs and RMB 11 million for project administration costs.
The funds were drawn from a grant provided through an Economic and Technical Cooperation Agreement (ETCA) that the two parties signed November 17, 2016.
The Government of Ecuador was expected to use the proceeds of the grant to finance a $54.67 million commercial contract between China CAMC Engineering Co. (CAMCE) and Ecuador’s Public Project Engineering Management Committee, which was signed on June 25, 2016.
The purpose of the project was to construct a new hospital (Napoleon Dávila Hospital) in Chone with 120 beds, 5 operating rooms, 16 offices. Its exact locational coordinates are -0.70609606400135, -80.0968418000083. The project site sits on a 2.1 hectare lot and the total construction area is 13,400 square meters.
The hospital was designed with units for external consultation, hemodialysis, intensive care unit, neonatology, emergency, pharmacy, laboratories, and inagenology.
It also includes an obstetric center, surgical center, dining room, laundry room, dressing rooms, warehouses, administrative area, morgue, workshops and machine room. CAMCE was the contractor responsible for project implementation.
A formal groundbreaking ceremony took place on November 18, 2016 and the project was originally expected to reach completion within 20 months (July 18, 2018). However, the project was ultimately completed on May 9, 2021.
