Rhino & Tiger Conservation Fund

The purpose of this project is to obtain full implementation of a nationally-agreed to multi-stakeholder protocol for the mitigation of human-tiger conflict in the pilot project area and to subsequently serve as an example for other districts and provinces bordering Kerinci Seblat National Park and other protected areas on Sumatra Island.

This will be done by: (1) securing a formal agreement from three districts bordering Kerinci Seblat National Park in Bengkulu province for piloting multi-stakeholder task forces to mitigate human-tiger and other human wildlife conflicts, as per Forestry Ministers Instruction No. 48; (2) providing preliminary technical advice to district governments and task force partners regarding the implementation of the nationally approved Protocol for Human-Tiger Conflict Mitigation, local reporting mechanisms, chains-of-command in the field and development of locally-relevant Standard Operational Procedure(s) for responding to and mitigating human-tiger conflict; (3) with project partners, identifying appropriate national and provincial level government funding lines to secure full implementation of Forestry Ministers Instruction No. 48 on human-wildlife conflict mitigation including compensation payments to victims of human-tiger conflict; (4) building awareness at district and provincial government levels of factors triggering human-tiger and other serious human-wildlife conflicts, in particular focusing on flawed spatial planning, infrastructure development and habitat loss and degradation in areas adjoining the national park including loss of wildlife movement corridors; (5) securing shared institutional responsibility for mitigation and prevention of human-wildlife conflicts through the adoption of the P.48 Multi-Stakeholder Protocol and preparations for implementation; and (6) achieving long term financial sustainability for the project by identifying predictable central government funding for multi-agency partnerships that aim to
