China Eximbank provides $70 million loan for Lane Xang Lao Cement Factory Project On March 30, 2012, Yunnan Energy Investment Group and the Ministry of Planning and Investment of Laos signed a $120 million build-operate-transfer (BOT) agreement for the Lane Xang Lao Cement Factory Project.
Then, in 2014, the Yunnan Branch of China Eximbank issued a $70 million loan to Yunnan Energy Investment Group for the Lane Xang Lao Cement Factory Project.
The purpose of this project was to construct a cement factory — with the capacity to produce 1 million tons of cement a year — within Khounnguean village in Khounkham (Kounkham orເມືອງຄູນຄຳ) district and Khammuan Province. Construction began in April 2014 and the factory was officially completed and put into operation on December 3, 2015.
The first batch of cement was produced on December 8, 2015. The plant will focus on cement production for major infrastructure projects in Laos, including the China-Laos Railway. It accounts for 20% of Laos' domestic cement production capacity.
This project is also known as the Jixiang Cement Factory Project and the Lanexang Cement Factory Project. The Chinese project title is 老挝吉象水泥厂项目 or 的老挝吉象水泥厂.
