Scope change
As per our previous briefings, unfortunately, we have had to revise the scope of this project due to our supplier of airframes no longer being in a position to do so in the time remaining for this project. We have little confidence that we will ever receive the Pegasus subscale air vehicles and therefore proposing to complete various elements of the work considering different target platforms.
We have made every effort to support our supplier over the last 24 months, however we are now at the stage where we need to make a change to allow us to move forward and realise the benefits from this project.
In the paragraphs below we have indicated the status of the existing work packages and, in particular, have identified those work packages which we are no longer in a position to complete. Additionally, we have proposed updated work packages where we believe that useful and relevant work can be completed within the overall scope and objectives of the original programme.
For some of the revised work packages we are proposing a medium-sized cargo drone configured for conventional landing and take-off as an example of a likely near-term growth area. For the other revised work packages we are proposing an existing Callen-Lenz Koios air vehicle as an example of something capable of vertical take-off and landing.
Work Package 0: Management, Governance and Stakeholder Engagement Work Package Objectives

Work Package 1.1: Path to Certification WP1.1a Approach to Certification - complete for the PUA full-scale experimental VBJ.
WP1.1a Approach to Certification - Additional Work • Propose high-level assumptions for a medium-sized cargo drone. • Review requirements likely to be imposed by CAA/EASA for this vehicle type. • Engage with regulatory authorities to review the baseline approach. WP1.1b Certification Requirements - complete for the PUA full-scale experimental VBJ
WP1.1b Certification Requirements - Additional Work • Develop certification requirements based on the approach agreed in WP1.1a • Identify the requirements that will be used to establish a certification basis for the FCS WP1.1c FCS Certification Plan - complete for the PUA full-scale experimental VBJ.
WP1.1c FCS Certification Plan - Additional Work • Draft a Certification Plan for the proposed medium-sized cargo drone using the model-based development approach.
• The Certification Plan will record the requirements from WP1.1b forming the anticipated certification basis and include the intended means of compliance. Work Package 1.2: Control System Development WP1.2a System Design - complete for the VBJ WP1.2a System Design – Additional work
• Undertake an initial whole aircraft review of the proposed assumptions for a medium-sized cargo drone based on extant design and safety documentation • Generate a System Design Description (SDD) for use in the prototyping phase.
• Produce a Functional Hazard Assessment (FHA) and Preliminary System Safety Assessment (PSSA) for the proposed design. • Undertake a Concept Design Review for the FCS WP1.2b Control System Requirements - complete for the VBJ configuration - No additional work required. WP1.2c Modelling and Simulation - complete for the VBJ configuration.
WP1.2c Modelling and Simulation - Additional Work Additional work proposed using an existing Callen-Lenz Koios vehicle, capable of vertical take-off and landing. • Adapt the aircraft flight physics model (6-DOF) already produced for the VBJ for the Koios configuration. • Design and build test rigs for validation of propulsion and actuation systems.
• Conduct rig trials to gather the required data. • Procure and install additional instrumentation to the Koios development vehicle. • Conduct specific flight trials on a Koios development vehicle to gather flight data. • Use the acquired data to validate the Koios flight physics model. • Document the Koios modelling methodology.
WP1.2d Prototype System Software Build
• Agree user requirements for new software product for the subscale aircraft FCS and GCS - complete for the VBJ configuration
• Design and develop software using Simulink auto code generation, supplemented by hand coding as necessary - complete for the VBJ configuration
• Perform software testing, including hardware in the loop simulation & modelling activity based on the aircraft flight model - complete for the VBJ configuration
• Perform avionics integration activities to ensure that all interfaces and system functions are available, prior to subscale platform integration and fault finding on the ground – not performed due to the non-availability of the VBJ sub-scale aircraft Additional work proposed to produce a Hardware in the Loop test capability for a medium-sized cargo drone.
• Design of Hardware in the Loop test rig • Configure the FDM as a cargo aircraft • Develop automated test framework • Configure the visualisation package Work Package 2: Communication, Navigation and Surveillance Systems All deliverables completed and delivered. WP2 is not to be included in this Project Change Request.
Work Package 3: Subscale Development & Preparation
This work package is only partially complete due to the non-availability of the PUA sub-scale aircraft. Additional work is proposed in order to gather the required data to validate the Koios flight physics model as identified in the proposed additional work under WP1.2c. Details of the additional work are listed below.
