Walk the Talk: Methodology for the Effective Implementation of Climate Investment Plans

Climate investment plans are a new but promising tool to accelerate the green transition. However, early experiences point to shortcomings in implementation, partly due to insufficient understanding of economic governance in general and investment models lacking capacity to factor in the long terms benefits of the green transition.

The municipality of Karlstad and companies in the city have made good progress on climate action, not least through the initiative Climate Neutral Cities 2030. The work with the climate investment plan coincides with the development of a new governance model, providing an opportunity to incorporate the plan into governance processes.

The project aims to develop a replicable methodology to implement a climate investment plan through three work packages.
