Since the EU Green energy directive 2019/944 was established, the concept of Energy Communities has been an ongoing discussion both in Sweden, the EU and internationally about what it can and cannot be.
Basically, it is about legal entities (individuals, non-profit associations, small companies and municipalities) being able to form part of a non-profit legal entity that can act in the energy market on the same terms as the traditional actors (grid operators, energy suppliers and energy producers).
The purpose of the study is to explore Municipalities as a proactive or participatory actor in energy communities is still an unexplored concept.
This, in turn, is a step in creating greater climate benefits with increasing energy consumption in connection with electrification, conversion to renewables and the need for energy in the coming years.
