The purpose of the project is to generate novel knowledge about how the Swedish licensing of nuclear reactors can be designed and implemented in ways that foster future investments while at the same time imposing stringent radiation and environmental regulations.
We conduct a systematic comparison of the legislation in various countries, and how this is implemented in the licensing of new (big as well as small modular) reactors.
This analysis builds on written material and interviews with representatives of industry and permitting authorities and increases our understanding of how countries have managed the challenges and trade-offs that arise during the licensing process. In this way, valuable lessons for the Swedish process can be identified.
The project also contributes with guidelines describing central aspects of – and prerequisites for – a legislation that facilitates future investments but without jeopardizing environmental and radiation protection and citizen interaction.
